Sheff Wed Deals with Major Issues, Declares Football Regulator

'We are going to be a part of football's future' - independent football regulator the regulator's chair

Sheffield Wednesday's current difficulties are seen as a "serious issue" and the football regulator is seeking powers to investigate clubs in similar circumstances, the newly appointed chairman David Kogan has announced.

During an extensive discussion, Kogan, who was recently selected, voiced concern towards Wednesday's fanbase.

Kogan met with four fan organizations associated with the Championship side recently.

The football club have been struggling on and off the field in this season, with the club failing to pay players on time on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a major challenge for the sport," Kogan told.

"The club represents one of the historic institutions for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs referred to us if they require examination and acted upon."

Financial Struggles and Ownership Situation

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be open to selling the club at the stadium, but he has not been able to secure a deal with potential new owners.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the English Football League (EFL) in June, blocking the team from conducting any player acquisitions for the following recruitment periods, although that restriction was lifted in August.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where supporters are loyal to a local institution that has been part of their lives in many cases.

"I completely understand the team's plight, as I do for all the clubs that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the fans themselves."

Inquired if the oversight body could require an owner to sell a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to collaborate with owners.

"The final option we would consider is start getting involved with an particular organization, an individual owner, without being able to work with that proprietor to address the issues that the club's facing and the owner's facing," the regulator explained.

"In actuality, when you examine the past of football, over the recent generations there have been some owners, few in number, but particular people who have shown negligence in the manner they have operated their organizations and finally don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to detail the scope of the authority recently and insisted it was a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"This position carries substantial significance, because should mistakes occur, if the football community fails, the extraordinary progress that's been made might evaporate incredibly quickly," the regulator warned.

"This represents everyone's worst fear in the terms of English football is a huge success story - we've got to keep it going.

"Considerable investment entering the sport and has been channeled for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Premier League Concerns

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the regulator stated: "I'm absolutely committed to the success and growth as an economic entity of the top division.

"As someone who appreciates the worry about compromising the top flight as an elite competition of the nation. But concurrently, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a significant confidence."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the public appointments commissioner after he revealed he contributed money to the opposition group in the past.

The 68-year-old provided financial support for government minister the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any sort of politics."
